Alternative 1

This is the "no-action" alternative. Under this alternative, the

present management plans would continue. No changes would be

made to the current transportation system and no cross-country

prohibition would be put into place.

Over 1,109 miles of non-system inventoried "unauthorized" routes

would receive continued use. Of these, approx. 725 miles are

suitable for all vehicles, 159 miles are suitable for vehicles 50" or

less in width, and 225 miles are suitable for motorcycles only.

 

SAC's Response to Alternative 1:

SAC would like to present a modified Alternative 1A, which would

eliminate cross-country travel but allow use of all inventoried routes

with the addition of a 36-acre motorized vehicle open area at Sly

Creek. This has a net loss of 0 miles.

Alternative 2

(Note: This was the original proposed action in the Notice of Intent.

The USFS has now made Alternative 5 their proposed action.)

This proposal would prohibit cross-country travel. Of the 1109 miles

of non-system inventoried "unauthorized" routes, 364 miles of routes

would be added to the existing transportation system. However, 80

miles of this total would not be made available for public use until

mitigation measures are taken for environmental concerns. The

mitigation is not guaranteed to be made. That leaves a total of 284

miles under this alternative. 36 acres at Sly Creek on the Feather

River Ranger District would also be added as a motorized area open

for vehicles 50" or less in width.

In summary:

- Cross-country travel would be prohibited;

- 284 miles would be added, plus an additional 80 miles if mitigation

measures are implemented later;

- A 36-acre motorized area at Sly Creek would be added for vehicles 50" or less in width.

 

SAC's Response to Alternative 2:

This results in a net loss of 1229 miles. (825 miles of existing

non-system inventoried "unauthorized" routes will not be brought

forward, plus 404 miles of maintenance level 3 routes that will no

longer be open to green-stickered vehicles.)

Alternative 3

This proposal would prohibit cross-country travel but adds no

additional routes to the existing transportation system.

This alternative has been developed using input from the Wilderness

Society. "Citizen Inventoried Roadless Areas" have been proposed

by the Wilderness Society to be used for non-motorized recreation.

No additional routes would be proposed for motorized use.

 

SAC's Response to Alternative 3:

SAC feels that the "Citizens Inventoried Roadless Areas" have no

basis in law or regulation, and have no legal standing to restrict

motorized use in these areas. This alternative would result in a total

loss of 1513 miles of routes (1109 miles of non-system inventoried

"unauthorized" routes, plus 404 miles of maintenance level 3 roads

for green-stickered vehicles.)

Alternative 4

This proposal would prohibit cross-country travel. Of the 1109 miles

of non-system inventoried "unauthorized" routes, 141 miles of routes

would be added to the existing transportation system. 2 miles of this

total would not be made available for public use until mitigation

measures are taken for environmental concerns. The mitigation is

not guaranteed to be made. That leaves a total of 139 miles under

this alternative. 36 acres at Sly Creek on the Feather River Ranger

District would also be added as a motorized area open for vehicles

50" or less in width. 11.3 miles of routes would have the "Class of

Vehicles" changed to allow use by green-stickered vehicles:

In summary:

- Cross-country travel would be prohibited;

- 139 miles would be added, plus an additional 2 miles if mitigation

measures are implemented later;

- A 36-acre motorized area at Sly Creek would be added for vehicles 50" or less in width.

- 11.3 miles would be changed to "mixed use" to allow use by

green-stickered vehicles.

 

SAC's Response to Alternative 4:

This results in a net loss of 1372 miles. (968 miles of existing

non-system inventoried "unauthorized" routes will not be brought

forward, plus 404 miles of maintenance level 3 routes that will no

longer be open to green-stickered vehicles.)

Alternative 5 (the USFS Proposed Alternative)

This proposal would prohibit cross-country travel. Out of the 1109

miles of non-system inventoried "unauthorized" routes, 251 miles of

routes would be added to the existing transportation system.

However, 79 miles of this total would not be made available for

public use until mitigation measures are taken for environmental

concerns. The mitigation is not guaranteed to be made. That leaves

a total of 172 miles under this alternative. 36 acres at Sly Creek on

the Feather River Ranger District would also be added as a

motorized area open for vehicles 50" or less in width. 11.3 miles of

routes would have the "Class of Vehicles" changed to allow use by

green-stickered vehicles:

In summary:

- Cross-country travel would be prohibited;

- 172 miles would be added, plus an additional 79 miles if mitigation

measures are implemented later;

- A 36-acre motorized area at Sly Creek would be added for

vehicles 50" or less in width.

- 11.3 miles would be changed to "mixed use" to allow use by

green-stickered vehicles.
